Question:When i pull the monopod out is it compatible with a foldable tripod monopod stand base?

Answer:It is compatible with the Neewer tripod system it comes with. Also-for light use this is pretty decent, but I’d invest in a better quality tripod/monopod if you plan to use it/abuse it at all.

Question:can you unscrew the head and swap it for a different one?

Answer:yes, it can be removed exposing a 1/4" male thread...you can rotate the head on this tripod clockwise continuously but going in an anticlockwise direction will start to make the head come off.
